Project 1 – Ottawa Women Newcomers Tech Initiative Program Case Study (B2G)

Context:

Following the release of Ontario’s 2025 budget, Lighthouse Labs identified an opportunity to align with government priorities around skills training, employment outcomes, and community integration. The OWN Tech Initiative was Lighthouse Labs’ first government-funded contract, delivered in partnership with the Ottawa Chinese Community Service Centre (OCCSC) in 2020–2021. The five-year gap since completion presented a strong opportunity to demonstrate Lighthouse Labs’ ability to drive not just program outcomes, but lasting community growth.

Unlike most government-funded program reports that emphasize participation and learning outcomes, this case study was designed to fill a critical gap: showcasing long-term results years after program completion. To achieve this, Lighthouse Labs developed a data-driven storytelling approach that blended participant outcomes, partner insights, and employment data to demonstrate measurable economic and social impact.

The framing positioned the program funder, Ontario’s Ministry of Training, Labour and Skills Development, as the hero of the story, highlighting how their funding created tangible job placements, personal growth, and community impact in the Ottawa region.

Context:

  • Led the full lifecycle of case study development, from research, surveys, and data analysis through to content creation, design, and distribution.
  • Partnered with OCCSC to collect participant feedback and post-program outcomes.
  • Crafted a narrative that balanced rigor (ROI and employment data) with human-centered storytelling.
  • Distributed the case study in multiple tailored formats, full report, one-pager, key results summary, and recommendations-only version, to government contacts across Ontario and extended outreach to ministries in Atlantic and Western Canada.

Results:

  • Delivered a flagship ROI case study that became a key piece of sales enablement for future B2G contract bids.
  • Positioned Lighthouse Labs as a credible government partner by proving long-term funding impact.
  • Increased visibility with the Ontario Ministry of Training, Labor and Skills Development at a critical moment, building momentum ahead of their later Skills Development Fund (SDF) call for proposals.
  • Established a new case study framework that could be adopted for additional government initiatives.
